remembered Tibor and asked members to observe a minute of silence.
A memorial service will be held at 2 pm on Friday, February
8 at Rosedale United Church, 159 Roxborough Drive.

DON
WRIGHT introduced our guest speaker, The Honourable Allan
Rock. Mr. Rock, after a successful career as a lawyer, was elected
to Parliament in 1993. During his ten years in Parliament he held
a number of senior portfolios in Prime Minister Chrétien’s
cabinet, first as Minister of Justice and Attorney General, then
as Minister of Health and finally as Minister of Industry and Minister
of Infrastructure.
In
2003 Mr. Rock was appointed by Prime Minister Martin as Canada’s
Ambassador to the United Nations. He led the Canadian effort at
the UN to secure the adoption by world leaders, at the 2005 Summit,
of the Canadian-inspired principle of the Responsibility to Protect
[R2P]. This was the key topic of his talk. The Responsibility to
Protect describes an evolving concept about the duties of governments
to prevent and end unconscionable acts of violence against the people
of the world wherever they occur. The Responsibility to Protect
means that no state can hide behind the concept of sovereignty while
it conducts, or permits, widespread harm to its population. The
international community has a responsibility to protect the world’s
population from genocide, massive human rights abuses and other
humanitarian crises. These principles were set forth in a report
entitled the Responsibility to Protect [R2P], issued with the support
of the Government of Canada by the International Commission on Intervention
and State Sovereignty.
Mr.
Rock also touched on Security Council Resolution 1325 on Women,
Peace and Security. This resolution recognizes that men and women
are often tasked with different roles within conflict settings,
are affected uniquely by the conflict and may be differently able
to contribute to preventing and stopping conflicts as well as rebuilding
communities afterward. This is a radical departure from decades
of thinking and policies that rendered both crimes against women
and women’s roles in conflict situations invisible.
